Yes and no, Bethesda has started working with the modding community. Im reffering that when I say that it is hard for a game which you cant edit in some way, is probably maybe for the creator itself, and why some people create non-shady sites for mods. I cant find a single mod for Red Faction Gurilla. Iv'e modded some of my games personally, like how I modded my Warframe to have some of a UI update.
As I said, some people make them personal and dont generally publish them. I only modded the Audio on my TF2 for another mod because of the annoying sounds it made. I think the item itself wont change if it already has its item specific legendary. Some things like that happen, but uh im uncertain.
